What does "pretty good looking" mean?

A guy told me when he first met me, he thought "she's PRETTY good looking". Ewww!!

Is it like not quite good looking? Less than good? Adding the word "pretty" makes it sound like they're unsure

He's telling me that he finds me just "acceptable", isn't he? I don't know. Doesn't sound like much of a compliment

People use the word pretty to describe the in between "very adjective " and "adjective".
So it means between good looking and very good looking.
