If you fawn over a women it's a good way to get tossed in the friend zone.

It's not creepy at all. Girls love it and think it's really sweet. Just be sure that you say it at the right time. Not at the beginning of a conversation, but near the middle or end after you've gotten to know the girl a little better. Sometimes if it's the first thing you say, you might come off as a bit of a player.

i think it would be sweet if you did that. I certainly would not be creeped out I would be flattered :) and since you don't know her that much it could help to break the ice and if she likes you that will give her more courage to let you know.

It's only creepy if you do it creepily. Some guys can do it without seeming creepy, others can't. If you're even worried about being creepy, you probably won't be able to do it. Try not to think of yourself as creepy. Be more confident.

Yes, if you walk up to her and say, "Hi, you're beautiful. My name's ____."
No, if you walk up to her, start talking about something general, and then say, "You know, you're beautiful."

That's a big no no. Never tell a girl she is beautiful, pretty, hot, cute, etc. when you first meet her unless you actually want to become another face in the crowd. Wait for her to earn those compliments.
