As a guy, can you say to a female friend that she looks beautiful?

As a guy, can you say to a female friend that she looks beautiful? For instance as a reaction to an Instagram post? Or say it to a female co-worker, a female family member?

It's being said in a casual way and there is no attraction involved, no flirty behaviour. Is it still acceptable or rather not done? Would it be something that could easily be misinterpreted?

I would be terribly upset and distraught if my male friends felt unable to compliment not just me, but other women as well.
