Would you have NCMOs (non-committal make-outs) with no intention of sex or a relationship?

Yeah, I have done and enjoyed that a lot. Mostly at parties after a lot of flirting. I don't go to parties assuming I would meet a potential boyfriend. It is about having fun that night and it can evolve if there is enough between us, but it personally never did for me. Except maybe making out at another party ;D.
And I normally don't go further. First of all, for many years I was still a virgin and did not feel comfortable doing more, secondly, I enjoy sex much more when I am more or less sober + not tired after partying the whole night (I will not leave a party early to go have sex XD ), and lastly, sex is just more committing by nature because there is a risk of STDs and pregnancy (condoms can break).

I enjoy making out for the sake of making out. If that's all the girl wants to do and she's a pretty good kisser then I am ok with it if she doesn't want to do anything else. About 15 years ago I broke up with a girl I was dating and then a month later she asked if she could come over just for a make out session and no sex and she didn't want to date me just make out. So I told her she could and do so often until one of us found a partner. We didn't get along in other respects but the kissing was always hot. Plus her hands always ended up inside my underwear which I consider a bonus.
