It will depend on the guy. Some actually mean it when they say it and others uses it as a throw-away word. Typically those guys are a bit insecure and are trying to secure anyone even if they're not really that into them.
I would say pay attention to the situation that led up to them saying this and their tone. There will usually be a tell.

Really, it could be both answers! I had a friend who called all girls beautiful—unless he didn't want them—but he tried them all! Doesn't it get you attention? That's what guy wants to do. He may not be serious, but flirting is an art and, well played, it can lead you to bigger and finer things! 💘
If I know a guy that calls all girls beautiful, that's a turn off and I will avoid him. I'll go to a more genuine guy that only calls me beautiful. :)
