Last week a friend and I were at a party, and while we were dancing, and my friend noticed that the guy playing the music kept looking at me and sneaking glances at me, and he kept telling me that he was really staring. I thought he was cute and afterwards talked to him a bit, even at some point he rubbed my shoulder. I regret not taking thé chance to talk with him and flirt with him but I wasn’t sure if this was a sign of interest

Probably. But it's no different than a woman looking at a guy. There could be many reasons. But chances are good he finds you attractive.
