he's obsessed with this. Telling me he wants to taste my food or teach him to cook. I always say no.

This guy does indeed try to flirt with you but not only.

Flirting, by definition is

"a sexual behavior involving spoken or written communication, as well as body language, by one person to another, to suggest interest in a deeper relationship with the other person".

The guy is not the least interested in your cooking but rather in getting into your pants. Pretending to want you to cook is a more discreet way of getting to "know you" better. Just beware of those kind of approaches because they are all have definite purposes behind them. Once you you commit, there is no turning back.
