Ok so this guy I'm talking to sent me this "ok:!" What in the world does ":!" Mean?

The “!” Is an Exclamation mark and it symbolises strong feelings, emphasis or excitement.

If he uses it often, it could be that he uses it at the emoji thing. Such as when people use :) or xD
