I don't have a ton of experience but as a guy, dressing up and looking nice would get someones attention, but not the kind you are looking for. Most likely just a thought of "She looks pretty today" Or a compliment. If you want personal attention that could lead to a relationship, most crushes start off from some sort of tease, or action that shows that you are interested in talking to them, getting to know them, or just giving them attention. Those things tend to get in our heads until we end up developing crushes. Examples would be like striking up multiple conversations with him, or giving him "Looks" and eye contact from across the room. Depends on what kind of attention you wanna get. If you want to impress him with your knowledge then discuss with him about different topics and share your original opinions and if you think you can impress him with your appearance, then you should focus on reaching the best version of you by choosing the right hair colour etc
