I had to warrant a guess, he might not like you or dislike you specifically, but he's very aware of you. He might have a little of that You want what you cannot have feeling so that's making him more aware of you, or maybe it's that he resents you for ignoring him. Either way, just keep ignoring him unless he becomes a problem.

I dont get the feeling he's mad at me over it. he's polite to me. It almost made me feel like he's scared but i know he isn't.

If he feels like he's scared to you but you know that he isn't, that means he's probably just anxious around you because you shut him down. Rejection can be painful, and he probably just is trying to be careful to not get any further rejection from you. Just kind of be polite but ignore him

Oh poor thing. I am impressed he actually respected my decision to be left alone and not annoyed continously. Many guys dont. I would be more impressed if he said sorry but I don't know if he realizes how much his annoying stuff actually hurt me. I am very sensitive more than most women. But if he started being only nice and respectful to me i would be most impressed than ever.

Yeah but if you started only being nice and respectful then you would know that he's just putting on an act. You got to be able to be comfortable with people if you're going to pursue an intimate relationship with them, otherwise it's just going to be unbearable

He could still find you attractive in some way. Just like how some women might, even though the guy has no interest back. But may or may not "mean" they still want you either, but the attraction is still there.
