My brother’s friend who is 19 has a girlfriend, but when drunk I notice he flirts with everyone and he has also kissed another girl. Don’t you think that is really disrespectful? And will he ever grow out of that?

ofcourse it's disrespectful but some people are like that and for most of them it's just the way they are and stay that way. But ofcourse there are also exceptions but in general i would say he stays this way
