In all honesty, I don’t mind it. I recently had a similar experience. I was training soccer at the park and there was this guy just looking at me everyday. I would smile and wave but he would turn away or avoid me. But then he kept looking and would pretend he wasn’t when I would caught him. I wish he wasn’t shy because I really liked him. So don’t let your “shy” stop you if you are admiring a girl you like, just greet and talk to them.

Staring is fine, it's when they follow or come up to me like, "What the mouth do," or anything sexual or ask me out without inquiring about my relationship status which forces me to gush about my fiance if the conversation turns into, "So what you doing this weekend?"

I sincerely don’t like it. I’ve been admired only by (male) pedophiles. They’re lucky I was too young to sue them.
In general if a stranger stares continuously at me, I’d go at him, asking what he wants and if there’s a problem with me.
