Your father is right because you never touch a person in the genital, breasts or bum area without her prior approval.

I don't know you told you that it may be okay. Whoever told you that is not fully aware of what is acceptable and what not. If you touch a person without his/her consent, you expose yourself to sexual harassment charges and that is not something you want to be faced with.

If anyone would do that to me, they would in deep trouble because I would sue them for sexual harassment and press charge against them to the fullest extend of the law.

It honestly depends. In public, yes. But in private, no (only if your dating) NEVER touch a womens butt if your not dating. It will make them feel uncomfortable
