Is it? Certain emojis or memes tend to denote certain emotional states, but is the simple act of sending memes now considered a form of flirtation?

This definitely comes across as mind reading. You are assuming that A) the person you are corresponding with has the same sense of humor and understands the connotation of certain memes and B) that the other person is also "pathologically online", i. e. both parties are immersed in internet culture to such an unhealthy degree that it's just "obvious" that memes are the modern form of sexual invitation. Certain demographics might spend copious amounts of time on social media platforms, but that does not automatically equate such communications with flirty banter.

"Flirting with memes" also comes with the unintended problem of "proxy talking", where you can only deliver messages through the ironic exaggerations of other people's messaging; it's not possible to be authentic when using memes, because you have to find something that communicates the message you desire to send and can only be interpreted in the way you intend it to. That is not how memes works.
