It could mean many things:

a) he likes you but can't ask you for whatever reason.

b) he is fascinated by you in a non-romantic way.

The only way you can know is to be approachable and welcoming of him into conversation. Be nice and close to him. Show him that you're open to him and comfortable with him. Eventually he'll just want to get to know you if he likes you.
