Why does he make eye contact then ignore me?

There’s this guy that started staring at me and I started staring back and since then we have been making eye contact but we hold it until I look away but when I make too much eye contact he ignores me but when I do the same he stares at me again when I’m not looking and always looks for me in the hallways. He gives me an intense look

I am kind of in a similar situation currently, i think there could be some interest. Maybe he isn't approaching cuz
-u are surrounded by people a lot of the time?
-could be that he is too shy to actually approach?
-Could be that he thinks even if he approaches you, and u are both interested in each other the relationship wouldn't work (could be cultural thing i wouldn't know, i am just saying all options i could think of)
-or he doesn't wanna come off as a weirdo but couldnt find a reason to approach without seeming like one?
-or coincidental (but i doubt this one as u said u continue making eye contact after your eyes meet)

that would explain it tbh, I think avoid approaching him in that case as it's better not to get involved in other peoples relationship drama.
