Why does he always keeps making eye contact with me but he won't make a move?

I know a guy who is attracted to me but he doesn't seem to want to make a move on me. I'm just confused. He doesn't seem nervous either. Everytime I happen to glance at him, he always make eye contact and never breaks it off. Its been happening for two weeks. But he doesn't try to sit near me. he's not nervous either.

Like if this is at work then he is likely just making a conscious decision not to risk his career and livelihood.

Or he may have a lot going at the time and doesn't want more on his tab.

Or he may be just curious at the moment and not that interested yet.

Or you just misread things. Its not like you have demonstrable proof that he is interested in you.

You are assuming that he is interested but you don't know it yet.
