Why does he continue to stare at me but never say anything?

So we are kind of in the same circle. Around the same age 25-30. So I see him a few times out of the month. Today When i walked into the room his friend started laughing. Why would his friend laugh?
So yeah this man even watches my social media stories from beginning to end. And when i see him he will watch me interact with people. Looking at me when i laugh. watch me go up to hug people. He does all of this and has never said a word to me. At first i stared back and we would lock eyes so many timesss. Now i ignore him and still feel his eyes. It’s so noticeable lol. Mind you this is going on 8 months now. What is this guys deal? Is he curious about me? Shy? At this point it’s annoying because it’s the same old thing with this guy. And I don't know what to do.

He probably wants to but is to scared because he's shy or afraid you'll reject him maybe trying to figure out just what to say bliuding up his courage its hard to tell
If your interested in him maybe you could not directly make the first move but somehow indicate to him that its ok for him to make the first move remember its a game each side gets a turn he looks at you and is looking for your response (your move) so than he can make another move, back and forth is how its played

He might find you attractive and not feel any desire to make a move (I've had that happen many time before ( or simply be trying to figure out how he feels about you. The good news is that this is definitely the kind of thing that you can speak up if it's making you uncomfortable.
