When a man is interested in someone he tends to attempt to display his masculinity in a more pronounced manner. Men more often than not have lower, deeper voices than women so when a man is using a flirty voice he will often deepen his voice and speak a bit slower. This is because, biologically speaking, displays of masculinity increase estrogen production in women and likewise femininity displays increase testosterone in men.
