When you wave at a girl and she just looks at you but doesn'twave back, that's means she'snot interested right?

I'll try to keep this short, this girl at work who I'm interested in talking to and getting to know. After I clocked in and was heading to get into the yard truck, I saw her in her truck staring at me as I had to pass her in order to get to where I was going. As I was about to pass her she got out her truck to hook up a dolly to it. I was hesitant to say anything because my coworkers were around. I saw her struggling a bit with the dolly but I didn't want to assume anything so I left it alone. She didn't make eye contact while she was hooking up her dolly though. Months before this when I was entering the cafe while she was leaving she looked at me smiled and looked down and kept smiling as she was walking out. My dumbass didn't do anything but stare. I did say hi to her few weeks after walkingpast her and she said hi back. Last month I noticed she initiated and held eye contact for like 3 seconds with me as she was driving past me but all I did was stare back. I feel like an idiot and maybe these don't mean anything I don't know. I want to say hi and try to talk but I just freeze up. Today when I was driving past her while she was waiting on her truck to be loaded, she just got back inside it, I slowed down a little and honked my horn and waved, and she just looked at me, didn't look weirded out but just didn't wave back, so I waved again and she just kept looking, so I drove off afterwards to not bother her. Im soooooo confused, I believed that there was mutual interest but perhaps I misinterpreted everything? I never dated anyone before so this is foreign territory for me. I have zero experience with this stuff, so it's strong possibly that I did misinterpret. I wanted ask her out for cheesecake but now I don't know. Should I try to approach her when she's not too occupied or should I move on?

I don't know if she thought I was trying to get her attention for another reason or what.

Often or in most circumstances you observation is true. It seems like she has no interest in you. If this has happened more than once then I would say you are correct. It is possible, however, that she was simply staring into space, walking, and thinking. I have done that to people number of time.

-And, they asked me later if I was upset by them in some way. I was not and was inside my own head thinking at those times. I didn't see the waving nor did I hear the "Hey". Perhaps, this is what is happening here?

Perhaps, I didn't really say hey since the windows were rolled up and wasn't close enough for her to hear it, but I did see that she at least looked at me though and continued to stare until I drove off. She was sitting in her truck when I waved. I'm not too sure if she was zoning out because she just got back in her truck. Last time I said hi months ago when we were walking past each other she said hi back.

Hey I did it, she laughed and said she was flattered and told me to not to ever stop asking out anyone, but she's mentioned she was in a relationship. She was very nice and kind and talkative though. I can move on now, I feel soooooo relieved
