Why does my friend think if a dog approaches her. it means it want to bite her or attack? Now everytime I see a dog, I get scare?

Because she may have experienced exactly that before or seen a similar experience. I sometimes assume the same. I think it’s better to be cautious than act overly friendly with an animal you don’t know

If the tail is wagging or straight up, you're probably safe, if its tucked under the body, the dog is scared, and may bite.

In either case, your body language and hormone smells can tip it the opposite direction, so be calm, talk in a high pitched affectionate tone (as if talking to a baby), and the dog will usually act friendly, often even if initially scared.

Maybe she has been bitten by a dog or maybe she has heard too many stories of dog attacks and just assumes all dogs are going to attack.
