It is a sign that he likes and respects you in some capacity. I can not say that it means he is thinking boyfriend/girlfriend.-I would not jump to such thinking because of this. That being said, he at least is smart enough or respectful enough to respond with like feelings.

I am a guy so I know what to do to keep those hugs coming... and escalate this thing into some touching and other activity. It could be this is his intent too. Do not overthink or get all judgmental making up negatives in your head, please !! If he is local then he should act in a way that shows sincerity. Good luck !!
