At lunch across the room he holds my gaze multiple times in the course of thirty minutes. No facial expressions. It’s just like hell just look up and hold my eye. I can’t help but to keep looking back at him bc I find him attractive. We’re co workers. Is he trying to communicate something. He doesn’t smile just looks?

Gazes seem harmless and sometimes they are. Like you suggest, a gaze that is accompanied by an "Oops, I'm staring" smile is a good thing. This is what we like to assume is happening, however, there is another gaze too. This gaze is a staring you down or glare... Basically they are objectifying you. It is a form of dehumanization.
