This guy friend and I, whenever we talk he leans in and gets his face close to me and gives this intense eye contact with smile on his face.

and I've caught him a couple times starring at my face when we do project together,

Whenever I look at the computer screen or notes and he turns his head and literally stare at my face for couple sec. I'm like is he attracted to me or am I weird looking I almost feel self conscious from his stare.

I was wondering he does this because he's interested or some guys just do this without liking a girl?

I'm confused because he never flirted or made a move asked me out or anything like that.

He likes you and is probably trying to gauge if you do as well... eye contact is quite exact and dependent on how the person perceives it... too long or too short and it can be awkward or creepy, and if you dont like the person the same applies

I don't really touch him, I would grab his arms or touch his shoulder when laughing but he just smiles. He always smiles when he's with me though so no significant difference I can tell haha
