How to tell if a guy's eye contact means he's interested or being friendly?

There's this guy that works at this food place I go to frequently with a couple of friends. I often feel like his eyes are on me (but then later doubt it, thinking I was just being weird or something lol) and my friends sometimes say that they do find him watching me. I'm a very shy, socially awkward gal so I always sneak a peak at him when he's busy with something and isn't looking to try to avoid eye-contact. I've never been good with eye-contact. The last time my friend and I went there, I went up to order something and he was really friendly towards me and all smiles and even offered me a couple discounts. While I was still standing at the counter waiting for another worker to find me some drinks, he was kinda in the back turned to the side getting ready to fix some food and then I felt his head turn straight towards me and him staring at me. I almost immediately looked back at him and then we both just kinda stood there staring into each other's eyes for maybe 3-4 seconds. Then he smiled at me still holding the gaze and I smiled at him too. I usually feel so awkward in eye-contact but with this I didn't at all... but then again I've never had something like this happen before as I'm always avoiding it haha. I feel like a spark between us occurred but then I wonder if he was just being friendly as he would with other customers. How can you tell if a guy's eye-contact with you is meaning to be taken as friendly or romantically?

if his eyes are "smiling" that's how you tell. the look guys have when they smile in their eyes is about what they always have when they look at a girl they like

guess if he stares at u for more than... say 15 secs... it's more than friendly 8)

It could be customer service. But you need to find out more about him.
