Look for him giving you extras in comparison to how he behaves with other people, that is likely how you can best tell.

He could just be a flirt. An extrovert. I would say you really have to focus on body language and how he interacts with other people. Or you could just ask him if he's into you.

The largest easiest way is does he invite you to spend time with him or go out of his way in free time to hang with you.

Start by making a slight sexual innuendo and see how he responds.
That's how I weed out people who are just being friendly
