It's kind a good question though because I'd naturally assume it's a confidence thing but here he is feeling confident enough to break the tough barrier. So I don't know. I'd imagine he you don't quickly try and get your hand or arm away when he touches you so that should be enough for him to make the close

It means that he thinks he owns so. Worse than the Gaze is the "I can touch you anytime I want" objectifying you. What he likes is owning you and messing with your mind. Anyone who violates your personal space like that is close to a Predator classification. The best thing you can do here is go the other way when you see him coming.
