Is it okey if my teacher is flirting with me?

Hi! I'm 18 years old and i am little confused that my English teacher might be flirting with me. He's around 45 years old, he started teaching my school from the 1st semester.
In every class he always tries to sit next to me and start conversation with me. Its really awkward that 45 years old man flirting with me. Sometimes he give me little presents, and I really don't like it. He always makes me uncomfortable.
But its not just me, I found out that he was flirting with my friends sister too. We were on school Christmas last year, and I saw he sat next to my friends sister starting conversation. I wasn't really paying attention to them so I didn't see what exactly happened. After week later I asked her what happened that day? Her face went sad and told me "He touched my leg without any premission and asked me to dance with him. Like who would like to dance with an old man. I was shaking because i was so scared. I told him no thanks and go away. It was so scary." After heard that i was so shoked.
I really don't know what should I do now. And I hope you guys can give me some advice.

Somehow I am not believing this story. The part that makes me say this is the part about how he asked you to dance. Presumably this was at a school function. You know as well as I do that if you would have accepted and said yes to a dance and actually danced with a teacher, every other adult at the dance would have seen this.

That means other parents, teachers, etc would have seen a teacher dancing with a student. He would have been fired on the spot unless you live in some backwards country. That is what makes me believe this didn’t happen.

The rest I can actually see happening because there are perverted older men that would touch a young girl’s leg or make advances. This is sadly not uncommon. If all of this is true, you need to tell your parents, inform the school and/or police about it. Any normal school will have rules against teacher and student relationships. It will not be allowed and cost this guy his job.

You don't say whether this is a secondary school setting or something else, but no teacher should be doing this, regardless of age, so you should report him.
