HR? As in the department that can hire and fire you at a whim?
You better leave HR alone and focus on not losing your job over some twit flirting with you, lol.
She's mean when her boss is around, because in most work places, dating is taboo and frowned upon... and being HR, she knows this. I don't think her boss would appreciate her flirting with employees that if she had to let go for whatever reason, seems questionable.
