You'd have to either be a real handsome dude or have some major game if you want to hook up with a neighbor. Otherwise no woman is gonna get involved with a guy she lives next to.
My advice is start off very very slow and show her that you're a decent guy who isn't gonna get weird or be a stalker if things go south

I have talked with her a couple of times. Each of those conversations were started by her, and she asked me plenty of questions, and did most of the talking. Though she might just be nice and talkative person, some of it felt borderline flirtatious, or at least at a level of wanting to get know me.
