Yeah it does sound like it. There are different ways of flirting but teasing and joking around like he is definitely is one way to do it. If he has liked you in the past then I would say it is almost certain he is flirting. Has he flirted in the past with you in a similar way? That would be another way to tell if he is repeating the same flirty behavior. Also a sister always knows lol.
