I have a work friend. For my bday we went out she bought me drinks. I was also having relationship problems with my now ex ( we’re both bi ) and she told me I shouldn’t be with an insecure guy. I eventually asked her why she hadn’t flirted with me before and wanted her to. She then said “bet” and told me I was so pretty and had the cutest laugh and stared into my eyes. I laughed and told her she was pretty then we gazed into each others eyes for like 10 seconds until she asked me to dance.
Later on she said she flirts with friends just because. We agreed to be friendly. At work I kept correcting her and she stared into my eyes and was smirking and it felt weird. I jokingly kicked her out to leave and she lingered at the door and looked at me smirking and was like “enjoy your coffee”. Once we accidentally brushed hands and she laughed and said “I can’t believe we just touched hands”. Our other friend reacted and she said she was joking. She stayed way past her shift until our other friend told her to leave. Also she was weirdly lingering after each thing she said to me and she touched my veins on my arm after I pointed them out. We were gonna hangout with another coworker but she cancelled so my friend just offered to go to her house and watch a movie and chill and once she said watching a movie is code for sex. I had a grad party yesterday and invited my ex. We all went in the basement and her and I made out like 4 times lol. I initiated because I was drunk and she posted my lipstick stain on her face and told me she loved me when she left and texted when she got home. Today she texted first asking if I had a hangover. she said she was making a drink when I kissed her. She said she chalked my behavior up to me being drunk and flirting and she can be like that too but she didn’t think she was flirting. I’m worried I made things awkward. My ex saw us kiss and said she looked into it and that we made out for a long time. Why did she say she wasn’t flirting?

Sounds like she didn't take it seriously. I'd move on from her.
You mentioned how she flirts with you guys' friends, too, right? She might just be one of those people who flirts with everyone. Alternatively, she might be scared to confess her attraction to you/feelings for you. If you guys get together and it doesn't work out, that would make everything super awkward.
She doesn’t flirt with our mutual friends but she moved here from a different state and said she used to flirt with friends from back home. And I get that I just dk why she would say she wasn’t flirting
