Why does he seems to be uninterested?

Multiple times he is stealing glances from me. From far away, he is looking at me without looking far away. When we are close, I feel that he watches me. He makes effort to hold door for me and looks at me smiling while I’m passing him. When our eyes meet, he looks at and smiles at me. After all of these, I decided to meet with him. But he was so calm. He asked how I am. I explained smt. He asked some questions. I asked him how he is. He only said he is fine by a bit shaking by head. How should I interpret this?

Hard to say, here are the possibilities:

• He is a shy person, not used to flirting and he's going with what he knows (aka poilite interactions)
• He's a dull person (the way he acted is reflective of how he is generally)
• He's bad at social interactions
• He wasn't interested before he was just an awkward person (though this is the least likely posibility and your best assuming it's one of the above).

That all said, a good way to find out if it is the top three is to flirt some with him in a way that leaves it clear how he should respond to you. Touch the back of his hand, or stand closer with him than you normally would. See if those things are responded to.

Getting advice from other women about men, have never been men, never made sense to me. Bit with that said and out the way. Look over the conversations you guys have had, if it’s work then he does not want to loose his job. If it’s school then he does not want social problems. Women have falsely accused a lot of men. No one wants to go to jail, because of a look. So gotta think about the situation. Pass him a note or text him and see if he is okay to hang out. If he not okay to hang out, then he is uninterested. Do not do this in front of everyone because it’s awkward for guys, next thing is if you surround yourself with bunch of bad friends then he will awesome you are who you are around.

Hm, could just be that he doesn't know you well enough yet & doesn't want to come on to strong. While some men are able to show interest early on, it's possible he's just trying to be cordial in the event that you aren't into him. Maybe try to be a bit more flirtatious if you're comfortable with that and ready?
