I think it’s just natural to them. Sometimes their friendliness comes off as flirtatious but really they’re just being nice and chatty. But those flirty people who lead people on purpose are just mean and cruel.

They aren't really flirting, then. Just leading you on or teasing you.
If the person is a casual flirt then it is means they are a playboy/playgirl etc.
