He probably isn’t much of a texter. Try hanging out in person. I’d also clarify with him what his intentions are because while it is one thing for him to like you, it’s another for him to pursue a whole relationship and have the time/intent to prioritize you. What you don’t want is to be a time-pass, someone he chats with out of boredom or loneliness but doesn’t want a relationship with.

You can’t make someone chase you or want you significantly, they either do or they don’t. If he’s letting 20+ hours pass without speaking with you then clearly your talks are not a priority for him, and it could have a lot to do with what’s happening in his personal life. He may not have the time or space for doing what you’d like him to do.
