Since then, he has become a lot more flirty. I've tried to keep it cool because of his wishes, but this increased flirtiness makes no sense to me. Why state that you are backing down, and then do the complete opposite?

A one night stand was also out of the question, not that I'm interested in that.
Flirting doesn't mean much actually. But yeah I always advise people not to flirt at workplace

Not necessarily. Just because he flirts doesn't necessarily mean he wants to date you.

No. I'm not saying anything other than this.
If you want to go out with him and he's not doing the asking, ask him. If he says "yes", the cool. But if he says "no" then drop all interest in him flat and never play his flirtatious game EVER again.
He said he doesn't date co-workers. Now either he meant that or he meant the opposite of that. If he meant that then there's no reason for you to be wasting this mental energy unless you get a sadistic thrill out of it. But if he DIDN'T mean it he's obviously expecting more out of you. In terms of effort.
