Well its pretty simple ...some guys don't monitor their phones every second of the day and only text when the can...it may not even be ignoring they may actually be busy

Some do it on purpose, to show her that he's not always 'available'..

others really don't monitor their phones every second.

I think that they could be either busy or just playing you. If they do that all the time then, that's a red flag.
