We were talking about work stress... then he winked. Would you wink at a woman just to be friendly or am I right in thinking it's a flirtatious gesture?

It depends on the context but, so far, in most cases where I've seen a wink, it was just a friendly thing or a kind of private "aside" of agreement with something you've said without them actually saying they agree, or just a "private" acknowledgement to you that they were making a joke to someone else that could've been taken as serious by the others they said it to. Or, as a way to tell the other person, "I'm in on the joke/secret! Are you?".
My parents were good friends with a guy that owned a butcher shop 2 miles from here and he was always quite jovial and friendly and was always winking after making a joke.
If it was a sexual thing, most likely, they would've made some kind of sexual move or reference to you before or during the wink.

The only way you can tell, if he is flirting with you, is if you notice him checking you out and looking

Winking is like saying Im secretly with you.. Likely he was agreeing with you on something that he couldn't say the words outloud. Like this job is stressfull hell that no one should be subjected to. I agree but I can't say I agree but we can agree together still wink wink

it could be both. but in a professional environment, if you're not sure, just assume it was friendly and move about your day. unless you can't live without drama, then do the opposite.
