Why does this guy watch all my stories but never message me first?

Like for 2 years he’s been watching all my stories.

he won’t message me first though. A year before when I’d dm him he’d respond etc but not really ask about me. So I stopped.

but he still watches my stories. the last time I spoke to him I commented on his pet. He sent me a pic of the pet.
