It has happened to me many times that a guy would flirt with me, ask for my number or tell my friends he finds me attractive. Then later I would find out he has a girlfriend. I am pretty shy, so I don‘t go up to them or pursue them or something, it was always them coming up to me and then when they talk a lot with me I also talk more with them. but of course when I find out about their girlfriend I step back. I am just starting to think that maybe I am sending some wrong signals or why does this keep happening?

Honestly, I don't think you're necessarily sending mixed signals. From what you described, you're not approaching these men or trying to get their attention. They are approaching you first, and you're simply being friendly and talking back.
I do think there may be a simpler explanation: some of these guys are just attracted to you and want to see if they can get somewhere with you, even though they already have girlfriends. That doesn't automatically mean they're looking for anything serious. Sometimes they just want the attention, flirting, or sex.
The important part is what you do once you find out they're taken. You said you step back, which tells me you're already setting a boundary. I wouldn't blame yourself for someone else's decision to flirt while they're in a relationship.
This happens to guys too, its called monkey branching. They want to skip being single but start a new relationship
