What does it mean when a guy says he wants to talk?

when he says let's talk it's something related to liking and or getting involved with each other in some way.

he could like you and want to ask you out

he could want to know how you feel about him

he could want to know if you are attracted to him

he could detect something in you and want to reject you nicely

it all depends on the context and your relationship though
