That person probably looked it up on urban dictionary. It's an old phrase, older than my grandparents. I guess its a more fancy way of saying you're the bee's knees, or really cool/awesome

Its still said. I can still remember hearing that line from Jawbreaker the movie (1999). That's how I learned the meaning.
