When guys "jokingly" ask a girl out?

as in like, the guy says, "we should go out sometime" or "I bet youd be fun to go out with."

but they never actually ask you officially, but just constantly "hint" around at it.

being serious or not?

That's because whatever response that you gave at the time (if you gave one) was most likely interpreted as lacking interest on the girl's part. A lack of excitement to that subtle hint on his part will likely not produce actual action later down the road. I'm going with a failure to get him to think you actually wanted it based upon how you reacted. The other thing could be that he's dating someone else currently, or has his eyes on another girl that is a "first pick" and his suggestion to date you is a follow-up only if girl number one doesn't pan out.

we work together and he had a break and came up to me and asked if I wanted to get lunch, and I said "sure" and his response was :really?" sort of threw me off.?

That could be interest, but he could also just like your company without being interested. If he's not flirting with you a lot, he could just be a friendly co-worker that was hungry.

He's probably shy of getting rejected... I'm very similar in that respect, I always suggest doing something and find it very hard to just be direct and ask a girl out. As silly as that sounds.

They are trying to ask you out, but they can't get up the nerve to straight out ask. So if you like him, you should say "wanna go do blah blah with me on Saturday?". He'll be elated.

He's being passive aggressive. He was hoping you would give him some sort of answer that would sound like you'd be interested. But he sounds shy so if you like him then you'll have to do the asking.
