I've noticed that if a girl unsuccessfully tries to ask a guy out, or asks out a guy and gets rejected - people will always say that she was joking. Is this some time of damage control mechanism to conceal the potential embarrassment and humiliation that comes with rejection? If I liked someone or at-least considered asking someone out, I wouldn't use them for the sole purpose of amusement or laughter - or if I didn't find someone attractive, I wouldn't bother asking them out even as a "joke".
it could literally be either and depending on situation one would tell. If she asked you out seriously and then brushed it off saying she was joking, its damage conrol. If she asked and then said she was just joking, laughing at you mockingly then its most likely being a bully. Girls generally are not this way, some people regardless of gender can act in both of these ways.

That’s a typical teen technique to save face. If someone says no then of course they weren’t serious they were only joking.
