What does it mean when a guy doesn't mind taking things slowly with a girl when she said that they both should be friends first?

The girl asked the guy whether he wants them to officially date, and the guy said that he initially wanted to go for that but since the girl wants them to be friends first, he's fine with it and said to her that we can take things slowly. What does it mean if a guy said as such?

  What if he said that because he has no other options, like for eg no other girls are interested in him?
