When a guy says he will message you tomorrow and doesn't

So me and this guy had a thing a few weeks ago. and I decided to contact him when I was back in his area (I go to uni somewhere else). We chatted and basically met up that night. we were both pretty ddrunk and anyway he ended up asking me to go with him back to a mates and I didn't cause I couldn't leave my friend but isaid id meet him there later. Anyway he kept calling me, he was pretty drunk and asking why I didn't go with him and stuff. I went to the house but he was like passed out so I left and then my phone died. When I got back to mine I had 12 missed calls and him asking why I left him. So I was messaging him and he was going to come to my house but then he couldn't get there so he goes can I come over tomorrow. I said yes. and then I asked if he'd remember and he goes "always. ill message you tomorrow". Haven't heard from him yet. sshould I keep waiting or message him? If I message him what do I say?
