Do guys use "I'll text you tomorrow" as just an excuse to end a conversation?

For example, twice this guy has initiated a texting convo with me and has ended it by saying "I'll text you tomorrow", but he ends up texting me several days later. Another time after we hung out he randomly told me he'd talk to me the next morning but didn't. I'm confused because he's always the one that contacts me 😕

I have said something similar as a polite way of saying I dont want to text anymore... but I dont like to text much, even with a girlfriend or girl I like I would say that haha I just find texting boring and useless 90% of the time
