Why do people measure the wrists to tell if you big boned or not, because that is not true?

Okay first off my measurements are 32c-29/30 in the waist- 44.5/45 in the hips. My thighs measures a little passed 25 inches and I am short 5'0, I am supposed to be a little overweight for my height, I practically can wear 12/14 in pants and I can also wear L/XL in thights.

But the only thing about it, my wrists are small and people can practically wrap their fingers around it. Now let me remind you I don't look overweight at all, but on the thick side, and my doctor said not to gain anymore weight, because this is good.

Now I am confused as composed to people having smaller wrists on the thick side, to people who have people wrists and on the thick side. Did it ever darn to people, that some people can in different areas, while others gain in one part and the other people gain in another. I am confused to where judging by your wrists is supposed to make you big boned when I can fit a 200 pound person pants. Can somebody explained to me about this? Because this is really confusing.
