No, its not thick if it is mainly muscle. Whether it looks thick, depends on your overall body shape. Are you tall? Do you have a muscular upper body? But if you do a sport with your legs, its not an abnormal size. If you think its fat, start doing low intensity cardio to burn fat.

Anyway, there shouldn't be a problem as long as your thighs are proportional to the rest of your body. If they 'appear' fat, then they may need toning up.
