Depends on ur body type. I have more hips than top and it doesn't mean I'm fat or anything like that. Is just my body is like that. Don't give too much importance on the number, but on how u feel. Search what body type u are. For example, when I was about in middle school age to freshman year. I though I was "fat" because of my hips. Because I wanted to look skinny like my classmates. Until later I found out I'm just pear shape and having more hips is normal. So just look at yourself in the mirror and see if u are happy with ur shape. If u have more weight on, then try working out. I do it, because *cough I see chocolate and I'm like "what's a diet?*

Depends on how old you are and your height. Generally speaking its in the small-medium range. But if your bust-waist-hip is like, 28-26-24 then it will seem big, because your proportions.
But if you're like 34-26-42 then it'll seem smaller compared to the width of your chest and hips.
